You cannot change the German (in fact any other non English language) Windows XP to English. You need to install an English version of Windows XP. There is an Windows XP Multilingual User Interface (MUI) Pack which is an add-on to the English version for Windows XP Professional. It is available only for Volume Licensing programs such as the Microsoft Open License Program (MOLP / Open), Select, and Enterprise agreement (or with a new computer as an OEM version at customer request).
